District Executive Council Meeting 1
At the 2023-2024 1st District Executive Council Meeting the voting membership of Toastmasters International voted to adopt the following proposals:

PROPOSAL A
Speech Contest Format
As per mandate by Toastmasters International for Term 2023-2024, all contest must be same contest format per contest level. This proposal seeks the District Executive Council to vote and finalize the contest formats. There are 3 possible contest formats; hybrid, physical or online. Once the district council has voted on the contest format, the format cannot be changed for any reason barring extraordinary circumstances outside the control of the District.
Below are examples of how the outcome of the vote will realized:
- If the district council votes for hybrid for area level, then all areas must be conducted in hybrid format.
- If the district council votes for online for division level, then all divisions must be conducted in online format.
- If the district council votes for physical for district level, then the contest format during the annual conference will be physical.
Note: If hybrid is chosen, then all the contestants and roleplayers can change the format to:
- Physical if all contestants are attending physical.
- Online if all contestants are attending online.
- If any contestant can only attend online or physical, then the contest must remain as hybrid mode.

PROPOSAL B
Adoption of District Procedures Document
It is common knowledge in District 102 that each successive term has its entirely unique approach of managing the District. The proposal is to create & adopt a District Procedures Document to ensure the continuous improvement of the District which leads to greater success in each successive term.
The objective of the District Procedures Document is as follows:
- Ensure the utilization of District Finances are in accordance with the discretion of the District Council
- Documentation of procedures to be followed and reviewed as and when the need arises
- Transparency of the roles & responsibilities of all District Officers and Special Appointees not covered in the governing documents.
- Mechanisms for the District Council & District Executive Council to address discrepancies between the District Procedure Document and the governing documents.
- This document must be published to the District Council annually before the first District Council Meeting. This document should also be available in the District website for viewing.
- Any & all changes to District Procedures to be documented in the District Procedures Document and kept by the District Administration Manager.
- District Procedures Document is to be made available to any member of District 102 by request to the District Administration Manager.
- Any motion passed by the District Council cannot be amended by the District Executive Council.
- Any changes to the District Procedures must be proposed as a motion and voted on by the District Council or the District Executive council. Changes to the District Procedures can only be passed by a simple majority vote of the voting members of the District Council or District Executive Council.
- The District Council reserves the right to annul and reverse changes to the District Procedures Document that are passed by the District Executive Council.
- The District Director is compelled to follow the District Procedures Document and review any changes as the need arises.
PROPOSAL C
Schedule of Events and Contests
The following are the proposed changes to the scheduling of mandatory District Events, which will be added to the District Procedures Document.
Proposal C.1
The District Officer Training Schedule is as follows:
DOT1: Either of the last two weekend of June. (District Director elect to announce to all District Executive Council by June 1)
DOT2: Last weekend of November to second week of December (optional)
Proposal C.2
The District Executive Council Meeting must be scheduled as follows:
DECM1: After the Annual Business Meeting and before end of first week of September.
DECM2: Before end of first week of December.
DECM3: Before end of third week of February
DECM4: One to two weeks before the annual conference.
PROPOSAL D
The following are the proposed changes to the selection of Area Director of the Year & Division Director of the Year, which will be added to the District Procedures Document.
Proposal D.1
Area Director of the Year
Instead of the District Director picking the Area Director of the Year, it will now be nominated by each division director using this checklist (Area Director of the Year Checklist):
- Division Directors will nominate Area Director of the Year under their division.
- Nomination will be submitted to the District Administration Manager for the Senior District Officers to vote for the Area Director of the Year.
Area Director of the Year will be awarded during the Hall of Fame. If the area director is no longer a member of Toastmasters International at the time of the Hall of Fame, then the award will be given to the runner-up.
Deadlines will be decided by the District Director and communicated to the District Council before the second District Council Meeting.
Proposal D.2
Division Director of the Year Award
Instead of the District Director picking the Division Director of the Year, it will now be nominated by any area director using this checklist (Division Director of the Year Checklist):
- Any of the Area Director may nominate their Division Directors to be the Division Director of the Year.
- Nomination will be submitted to our DAM and for the Senior District Officer to vote for the Division Director of the Year.
Division Director of the Year will be awarded during the Hall of Fame. If the Division Director is no longer a member of Toastmasters International at the time of the Hall of Fame, then the award will be given to the runner-up.
Deadlines will be decided by the District Director and communicated to the District Council before the second District Council Meeting.
